If anyone reading is unfamiliar with Touhou, then the pic is Lilly as Yukari Yakumo, the Gap Youkai, and the scenery and text are references to the events of Touhou 08: Imperishable Night. The touhou wiki can fill in the rest of the blanks for you if you're further curious.
The text (hopefully) translates to something like "Looks like the night is frozen again...just for us <3"
