Internal strength and the *appearance* of internal strength, are two entirely different things. Rei follows orders, yes, but she embraces what she is (See the books she's reading on genetics at the beginning of the series) and when push comes to shove, she's not above defying orders to pursue her own agenda (Giant Rei), even if it means placing her trust in a psychologically broken and wounded boy to do so.
Asuka never trusted anyone other than herself.
