Much more than Rei II because Gendo was a significantly more evil person after the Rebuild timeskip and didn't even pretend that she wasn't disposable. A nobody would not have desires as she did nor the ability to make meaningful connections with people as she learned. She began as a tool who only existed to follow orders, but discovered her true desires as she experienced more of the world. Being shown what a baby is doesn't inherently instill in her an affinity towards Tsubame. Neither does showing her how to farm make her want to harvest rice. She could've not cared about any of these things if she were truly an empty creature.
