Rei started Rebuild 1 at maybe 2-3, went to a five in 2, and then stopped. From thereon, the story of "Rei" never progressed, and neither did her character, since she was locked inside EVA01. Rei Q, who is not Rei, is a zero at both the start and end of 3.0. Even if you insist Rei Q is Rei, which Rebuild tells you she's not, Rei Q's story is not a continuation of Rei's in any way whatsoever. Not even thematically since the characters are entirely different.
Rei in 2.0 is now no longer a 5 either, but regressed to a 1 or 2 since the chance to further continue Rei's story was wasted.
The "correction" has not begun, and is such an arduous task to undertake that Rebuild would at this rate never finish within our lifetimes. It would involve more than rewriting Rei's character, but also everyone elses. There is no correction or continuation in Rebuld 3, and you can't simply go from 0 to 10 in a single movie. Much less 5 to 10. No time.

Rei Q is never established as a character, and therefore you can't say she's changed. The change is entirely for the viewer to imagine, in other words, there is no change.
