If your argument is "Rebuild should have been finding out what Rei does after Shinji says he likes the meal she made and kisses her so we see character development" you're welcome to your opinion but Anno is telling a different story. Rebuild 2 - Rei is lost. Rebuild 3 - Shinji tries to get it right. Rebuild 4 - The fate of Rei is decided.
You can hate Rebuild 3. And 2 and 1. And The End of Eva and most of the TV eps too if you want. It doesn't mean Rei isn't Rei even if "her soul is somewhere else".
