What is also happening, is that other fans are promoting NOT liking Rei through the same means, or more shady methods such as controlling a narrative. When such a narrative exists, people at large tend to ignore the facts of the situation and thus away from Rei.
In other words, we need to bring down the various control structures that are working against Rei here, e.g the narrative Rebuild pushes (if you like rei, the world gets destroyed!) has to be countered with reason, facts and logic. Similarly, Asuka fans have for years tried to claim Rei is a doll, purely out of jealousy and fear of Rei - naturally ignoring their own favorite characters predicament in regards to her being a puppet to NERV. The sheer unreasonability and irrationality of it has to be pointed out.
We need to perform an illumination of the masses and ask the questions fans of Rebuild don't want to be asked. Highlighting the lack of quality and depth in modern Evangelion versus it's focus on benefiting Anno's favorite characters, will make people aware that the negative aspects being pushed on Rei aren't exactly truthful. Similarly by exposing the shallow glorification done for characters like Kaworu, and what effect expanding his screentime has had in terms of pushing out other characters the relative image of Rei will appear.
It's a tough set of goals, but all in all, if successful, we'd end up with a more truthful, honest understanding of these characters and what Evangelion has become.
