That's actually Clive, one of the villains, who claims to be Luke (layton's sidekick) from the future. In reality he wants revenge because when layton's bros attempted to make a time machine ten years prior, it exploded and destroyed an apartment building that Clive's parents were in.
so basically someone ships them because they both lost their parents I guess even though Clive is comically evil
