Then in Rebellion, her memories are fucked up by the stasis field Kyubey made, and, once again, the only time she remembers is seconds before the universe gets blown up, and her memories get locked away by Homura in the new world she makes.
I think she'd love her more than anyone else. She even stated at the end of the show that she was her best friend. She's just not had the chance, because whenever she's around her memories are fucked up.
