I just don't see her having the tell tale signs of a Tsun. She doesn't outright admit her feelings but she doesn't hide them either. She isn't cold or combative either. She scolds Shirou, but so does everyone else because he acts like a knucklehead so often. She gets embarrassed about stuff, but that isn't really unique to Tsun's.
