They are low-budget passion projects that fly under most people's radar but are received extremely well by the people who do play them.
I think another big factor for popularity nowadays is streamers as well (Fuga gained its largest cult following in russia thanks to that). Palworld blew up partly due to its unhinged make-your-own-fun nature which lend itself to make for fun streams
