I checked the archives I have for the banners, possibly incomplete, and there are four total I found dedicated to her. The only character I recognize having more than that is Yotsuba (perhaps unsurprisingly for 4chan), who has five. So it he may be right except for Yotsuba, 4chan's mascot. But I may not have all of the banners ever used; I'm not an ultra oldfag so rely on what's been saved by others. Still, that many obviously shows Rei's importance to modern culture.
