At first glance, it seems like it's just a silly little melody about an elf, but in the context of Elfen Lied, the lyrics take on a different meaning, describing an outcast who gets hurt and rejected by society when they try to participate in it. I think it's very significant how Lucy overhears her singing it during their childhood and how Nozomi later teaches it to Nyuu, as both the diclonii and Nozomi are made to feel like outcasts due to society's prejudices.
