It's unfair for Madoka to say Homura is her best friend then abandon her to suffer alone worse than any magical girl in history so Madoka can save countless others and be happy with them, then when the time comes to save Homura she doesn't even make mention that she wanted to see her again, just that it's time for her to go. This is all with supposed knowledge of everything ever, so Madoka simply didn't care much about Homura or her feelings.
