She'd want somone who is funny, an overall good person, and some one who could take/dish out teasing and her genkiness. I prioritize the same things.
The only way I could ever see Neptune ever not being upbeat is if its some Victory2 bad end universe were Kurome won and she took over Nep's mind. Even in the conquest ending of mk2/Re;Birth 2 were she and her sister had to kill all their friends and then Neptune had to commit suicide she still remand somewhat upbeat and tried to keep Nepgear "happy"
