In my case, my IP address changes every time my router restarts, which can be for the slightest reason like moving a cable or something. I had instability earlier this month and so every time I posted it counted as a new one, things are better now though and happen less frequently.
Also, the couple of times I posted from phone (not in this thread) I noticed the IP count didn't go up. Probably because 4chan counts the IP of your router/modem not of your device. Haven't tested it enough though to make sure.
