https://www.gunbroker.com/ is the main market. It's basically the eBay of guns. Most items are for bidding but there's sometimes a buy now option. This is probably the cheapest site. I got my Type 38 carbine with full chrysanthemum here for only $400.
http://www.jgsales.com/c-r-guns-c-290.html and
https://www.libertytreecollectors.com/productcart/pc/viewcategories.asp?idCategory=2 are retailers that often have Type 38s in stock.
Most Arisakas have ground chrysanthemums and mismatched serial numbers so you're going to pay a premium if you want either. Arisakas are classified Curio & Relics so you can get them shipped straight to your door with a $30 license. (I'm assuming you're American also).
Some sellers are not familiar with Arisakas and list wrong info. The most common mistake I see is listing a carbine (common) as a cavalry rifle (uncommon). A cavalry rifle looks like this:
https://www.libertytreecollectors.com/productcart/pc/viewPrd.asp?idproduct=7794 and a carbine looks like this:
https://www.libertytreecollectors.com/productcart/pc/viewPrd.asp?idproduct=7790. Just remember that the carbine's handguard completely covers the barrel all the way up to the bayonet lug.
I would be happy to answer any questions you might have.
