At the risk of sounding like a old record play I've got to say the best/cutest/hottest all around character design would have to go to Kirino. As much as a lot of us wouldn't want to admit it her character design is the pinnacle of anime and there's a reason so many people love her despite her harsh personality. She's simply irresistible and I seriously only started watching this anime because of her character design and I kept watching it for that reason alone until I actually started liking the series.
