I don't really feel like the second half fell apart entirely. But I do think it could have heavily benefited by having a few more episodes added to its length.
A better way to explain the story about Ryūko and Satsuki's Dad, some more backstory about Ragyo and the life fibers, giving a more developed final battle, and perhaps some other things.
I think a lot of the disappointment came from people speculating about/ hyping the second half, and then realizing it wasn't going to go that way.
I wouldn't say it was a trainwreck, but I would say it was a train that slowed down slightly, went to full-speed with no warning, and then slammed on the brakes at it reached the station and left a bunch of people exiting it disheveled and confused.
