If you don't comb or brush your hair gets tangled together and less "fluffy" or soft. Manga hardly focuses on the small things of hair which is why you (pretty much) never see things like a character tying it up before sleeping. That or dumb things like a character sitting on their own hair. Which of course means you would also rarely see hair brushing unless theres a point of it. I don't think it's fair to assume that Tomoko doesn't brush because you haven't seen it. The mom shampoo point is good however. They have the same hair type most likely so she's probably indirectly getting the best fitting picks from her mother. But also anime and manga logic so maybe she doesn't even brush akin to how characters get fuckoff length hair with zero percieved upkeep.
