At the very least, she was cloned in a very similar manner (since she looks the same), and the DNA is probably mostly the same.
Seems to me like she shares none of Rei 2/3's memories though (or if she does, it's probably a much earlier state). So the main difference between them is how they mentally developed. We don't even know at what age Rei Q was "born" and how old she is. Her development seems pretty tragic though.
The interesting thing about Rei to me is how terribly introverted she is. Rei 2/3 and Rei Q might end up being more similar than one would think. Like I said, we don't know what Rei Q is thinking. Rei was always terribly introverted. We get to know Rei 2/3 but at first she seems mindless like Rei Q. But we don't get to know Rei Q. Maybe she's kind of mindless. Maybe she just sits there all day and doesn't really think about much of anything. Which would be extremely sad but that might be it.
In any case, what makes Rei Q any less of the "real" Rei than Rei 2/3? They're all clones. They must have the same or almost the same DNA. Rei Q is just younger.
