So yes that's true, but this is true for most characters. In particular for erotic doujins or other forms of pornography, the main goal is to entice sexually and arouse the viewer.
Taking mogudan (whose hands I wish would be chopped off) as an example, his "Rei" is nothing like the actual Rei sans the name, appearance and hair style. But to the male reader it's definitely arousing. The same things happen to Asuka and Misato as well. Even Hideaki Anno has participated in creating Sailor Moon doujins.
I'm not intending to practice "whataboutism" here, and while many do see Rei that way as they do other characters - I don't think this means they don't respect or acknowledge Rei's strong sides. Having them disappear is a problem for everyone involved.
