In-universe she is the only major character with noticeably large breasts, having bigger ones than even Madoka's Mother, the animators even draw attention to it occasionally with the framing. It's only natural you'd notice.
At the end of the day though it's just a way to emphasis that she is an older motherly figure to the girls, and in the main series at least she isn't really sexualized. Promo material notwithstanding.
