She sets the norms, the laws, the traditions of Planeptunian culture, and she naturally follows them all, as they are her will given expression. Though by European and American standards, she'd be called "liberal" with her views on unlimited immigration, no borders, massive personal freedoms, general hatred of societal/gender roles, and a "bleeding heart" view of most politics and of people.
