No. I don't. I think it was meant to take place in California. There is actually a New York Times news article about the series that details several of the changes, the link can be found on the CCS wikipedia page. The article implies all the chages are for the better, because Yukito taking Sakura out on a date is just sick and wrong! I think anyone could see he was just being nice - HIS romantic attention was focused elsewhere afterall. But I suppose Nelvana was protecting us from that too.
