In Eva-verse your core, your essence indeed is soul. Not sure if the memories are glued to it or not. Shinji has dissolved once and then came back the same.
I guess such details is one of the things the Gainax crew have never thought about. Who could expect us digging deeper that in twenty years since it aired?
The soul is the core of your YOU, your being, your existence. But the mind and the person are the means by which it interacts with the world.
Rei 26 has the same soul as Rei 1, 2, and 3 but different mind and personality. But the core is the same.
Imagine the steel ball. It's nature is to roll down the slope. It will roll down different slopes differently, if you attach it to the baloon it will be forced upwards but it will still be pulling downwards.
Different Reis are the same ball in different conditions.
