They had both the time and the situation to execute something more meaningful in terms of character interaction, considering there's so much shit to draw from, so many references to make, even within Rebuild, and they don't do any of that.
The only justification I can think of is that to them, actually addressing the character stuff at all was already pushing the envelope, so they didn't feel the need to actually do the scenes thoroughly. They banked on the fans to point at the shiny thing actually happening and fill in any blanks from just that.
Which is fucking weird considering how EoE was pretty much ALL character shit. Really, that second arc was kind of a detriment to the actual story being told. Which is a shame, because clearly a lot of effort (too much effort) went into those action scenes.
But then again, the crew is more than capable of balancing character drama even within the confines of an action scenes (the ending of 1.0 where Gendo has to trust Shinji and Rei does her sacrifice thing comes to mind), so really there's not much of an excuse.
