It's true that after this decision Issei makes a comment to the effect of "You never put yourself first and you should have gone to work" which is kind of a Rin type comment to make. It's also the first instance of a comment like that I think. Just weird that Rin is nowhere to be seen in this event. Maybe she's eavesdropping. Or maybe she was originally supposed to take Issei's place in this scene. Now I'm reading too much into it.
