Tsurumaki is off-synch with Anno with more than just Rei, but also Shinji - Tsurumaki showing surprise at how Shinji acts, even if it was the same as in NGE. Granted I think his bias for Asuka is somehow affects it a bit, since the difference between the scenes they disagreed on originally included Toji, not Asuka. So it would make sense, were he to have the bias, that he'd want to convince Anno to make Shinji save Asuka as well. Add a bit more imagination into it, and you'd see why he'd resist Shinji saving Rei... and have Asuka angry that she wasn't saved in 3.0! Tsurumaki is on-record saying he actively wants Asuka to have a movie-like role in Rebuild, so I think he's Anno's idea guy for Asuka.
You have that other quote in handy, where the interviewer asks Tsurumaki about Rei being saved? His response to that is especially damning. Surprisingly Anno comes off as less guilty, but I'm not sure since there were some hints of a different agenda going on.
