In both OoT and HW, Zelda had been a princess of the Royal Family. She has never been shown to hate the idea of kings and queens, just an evil one like Ganon. So with this influence on Sheik, I think would probably think there should be a monarchy. Sheik also would have a large body of knowledge about the Sheikah people and their customs. They are 100% loyal to the Royal Family, so that would also make the idea of a monarchy work in her mind. Although, the Sheikah are a tribal people with a Chief (Impa), so she might also like a tribl like government. I'll just say that many governments of the modern day are very different from what she would probably believe in. There are very few true monarchies with no other holders of power.
