This way it is impossible to not ignore that the appeal of each and every one of them, and thus its worth, is more than the sum of its parts taken together and evaluated, not to mention I have already said I have no specific wish for things to change from how they are now. I is not hard to tell when a picture is cute enough to belong here, which could happen (or nor happen) due to the way it is composed as a finished product.
Now if you still are after the answer for why I said the picture in question was mediocre, it is for the amateurish artwork plus inadherence to the character design and lack of redeeming qualities that make the picture endearing, or, to put it simply, cute – and it's not as if latter is something impossible to happen even if the other two were to remain true, although it unfortunately didn't here. Like I said earlier, if it were to come down to choosing between a thread of nothing but Homura pictures already posted at least once and/or of screenshots of her, and one of nothing but faulty, or, as you put it, “less than perfect”, on the level of the aforementioned one, pictures with the plus that none of them had I ever laid my eyes on, my choice should already be obvious and done in a heartbeat. As I have alluded to previously, my stance is that the picture would first have to be worthy of representing Homura. Not that either option that could be choosen was good, which is why it is important to strive for a balance rather than nearing either extreme. We happen to be in the good, and we even have a very tame percentage of reposts according to the figure you have gone and found out, which surely is a much better approach than what seemed to be a gross overestimation on my part.
