Truly feminine women, ie: ones who don't act unladylike ie: 'Like one of the guys' or like a floozy/ 'Ah mah gawd u gais' Cali-Girl.
Walk down a street (or look from your car window) and try counting the amount of dresses and skirts compared to jeans. You'll likely have trouble finding even one person some days.
Can't speak for your area, but I know that in my area(Pacific Northwest, USA) there is a genuine lack of what could be called 'Ladylike' women/young-ladies/girls'.
That's my take on what the person had written, and I for one would be okay with the return of more truly feminine women.
