I think that's just plain ridiculous.

The reason she blushed and turned away is, in my opinion ( if you remember ) because Konata said something along the lines of " Ooh, you made this specially for me, didn't you? " ( I can't quote it exactly, sorry )
Again acting like a mother to someone can be a sign of really close friendship. Friends advise each other, at least in my case.
Also, maybe Kagami acts like a mother because Konata acts like a kid?
