But it's not a requirement set in stone the actual requirement is that the Eva accept the sync and that the pilot would be mentally capable to do it.
Shinji and Rei synced with their respective Evas. Dummy plugs were able to sync with Unit 01 when it allowed it but got rejected when Yui would not sync with anyone but Shinji in the Zeruel fight. Hell, Kaworu was able to sync with Unit 02 because he was a dominant soul.
