Ppl who prefer urban imaginery over greenery because they grew up in industrial surroundings do exist, and Anno seems to have been one of them, so maybe a tad of that ended up in Rei.
I don't think Rei's life wa ever 'carefree', at least not since the whole Naoko incident.
