>>2215964It's not 4chan as a whole, it's mostly an /a/ thing that sometimes leaks into its children boards. 4chan has entire boards dedicated to basically just blog posting and /a/'s topic is broad enough that they always have relevant discussion topics, this has led to them developing an obsession towards being on-topic. It's typically used when the essence of a story is personal and anime is just thrown on top, which doesn't really make it anime related enough to not be better suited for /b/, /adv/, /r9k/, etc.
Of course, for every decent rule their are assholes who use it to be an asshole and newfags who take it to the extreme to try and fit in without understanding why it's their in the first place. Then people just accept it and get apologetic, even though this is /c/ and posting a picture of a cute anime girl makes pretty much anything on-topic regardless of the side discussion.
