OR maybe they chose to not bring Rei back at all.
That will make more sense for them to either just eraze Rei completely or to make her into final boss of EVA so that Shinji Asuka and Mari would have to kill Rei and save the world.
That's what i personally beat on.
Why would they bring back Rei?
It's not like anybody at Khara likes her or anything.
Literally every person involved in EVA except for Hayashibara who is a mere voice actor and has no say in production fucking hates the fact that Ayanami Rei is more popular that Evangelion itself, and they put in amazing amount of effort to make her less popular. They all are evidently butthurt nobody cares about them or what they mady because everybody only cares about Rei which they confirmed in numerous interviews.
So you better Put off that wishful thinking. Rebuild is openly hostile to Ayanami Rei and everything they make is very openly bad for her. If they ever bring her back they will downplay her character horribly to make her less popular. Or more likely they just won't.
