Considering the rather barren landscape that has been 2018, I think it's more an issue of neglect in general rather than for her specifically. If they really didn't care, they wouldn't have entrusted her to Spielberg for that movie a few months ago (small her role might have been), nor would they have created such a broad line of merchandise for her (or reminded people her expensive statue still exists with that cake-baking short a while back, wink wink). I will reiterate: she's worth money, therefore Blizzard has a material interest in salvaging her.
But I don't want this thread to become waifu wars, so I want to make it clear that I -do- really like Hana and think the attention she's getting right now is cool. I just think seeing other characters I adore like Lena, Ana and Lucio get the same kind of treatment would -also- be cool.

Doomie got pushed so hard because he was brand new and anticipated at the time; so was Sombra once, and she got her world rocked by Bakery Daughteru nearly a year ago. Keep circumstances in mind. Also, I don't think we'll be learning much more about her past after Uprising focused on it, so your headcanon is probably safe (for the record, it's a good one; I share it). I think they've deliberately held off on making a Tracer short to avoid draining her potential too early. They kind of did that with her event skins, which is why she hasn't received a really good one in a while. They're waiting to drop more for when they can get the most out of it.
I might be crazy, but I do -not- think she's done. I think we're in a slump that's affecting almost everyone, and it feels worse for her because she has more that's actively unsatisfying. I'm trying to be positive and reasonable; that doesn't mean I don't get frustrated, but I'm not giving up hope.
