The lack of discussion and replies are based on the extremely small dedicated userbase, not due to board users not adhering to discussion being "forbidden" or frowned upon. As stated above by another anon, most threads are usually a small handful of anons posting; board culture doesn't dictate that you must post in silence, but what ends up happening most of the time is that there is nothing really to discuss with the few users in the thread.
I've had tons of great discussions over the years on /c/ (related to the thread and not) and the board culture isn't to be a dead silent image dump even if thats how most people outside the board view it. The issue with the depressed threads was that people weren't posting images and using /c/ in place of an already existing board (/adv/) - which in turn helps my point due to people on /c/ actively engaging in discussion (the only issue that required mod involvement was that people were not sharing images as required on /c/)
Good examples of /c/-tier chatter would be in the Lain, Kemono, Homura, and Megumin threads just off the top of my head (and its popped up in a few other generals in the past like in Holo's for example). Its not deep in depth discussion (and it doesn't have to be), but just anons chatting amongst themselves depending on whats going on and to me and other anons here, its a community.
