poofy dresses become like that because they have a hoop built in or are worn with a petticoat which makes the hips look wide and extends the skirt of the dress hiding the legs very well these ones can have a alot of ruffles and are not practical for everyday use, the soft material will rip if you get rough with it, they also bunch up when sitting on the floor which is super cute and fluffy.
Where as flowing dresses they don't have that, they are much less restrictive the wind will blow it around due to it's light weight and are shorter, they are also much better for casual wear and everyday use, they are made of tougher materiel so they are less likely to tear.
