It literally cannot have development at this stage because you know nothing about Rei Q. Rei Ayanami has development in NGE because we clearly establish a reason for why she behaves as she does. Not only that, we also know why she clings onto the status quo. Because of Gendo personally saved and affected Rei, she is loyal.
Rei Q has only one function: ruin Rei's character. Now Rei III is impossible, and Rei II never got the development she needed before the finale.
To boot, having more than one Rei weakens Rei compared to NGE, where she was a unique existence.
This is some of the reasons Rei Q, or indeed Rei in Rebuild will never be considered Rei in my eyes. Only 1.0 and 2.0 has parts that fit with the original.
