Tomoko can't exist within her community, she doesn't know how to connect, how to talk.
Yet she also can't be within her community, but she can't run away from it either. She's pushed outside of her solitary places, and when she's out in the public there's nowhere to go. That's how she at least feels right now in this episode.
She feels trapped, as represented by pic related where the class-room's desks are positioned here in such a way it looks like Tomoko's behind prison cell.
