The TTGL pic was done by request as 'Lilly with Spiral power eyes', the rest was up to the artist. The picture was a sketch done as a fast request and the clothes were chosen to save time over creating a brand new outfit for her.
Besides, if Lilly was in TTGL, everyone dresses ridiculously, so she would be similarly attired. Also, in keeping with the theme of the show, her motherly attitude and desire to help/nurture those close to her would be translated as a fierceness and willingness to fight to protect the ones she loves. It's a mech anime after all, there's going to be fighting. Most of the time she would be the normal Lilly we know and love, being the Team Mom for Team Dai-Gurren, but if you threaten one of her friends, she'll hop in a Gunman and mess you up for coming after her 'family'.
