>>3419326In the case of Alive, I would argue the PETRAS Act doesn't apply to her since she was operating in her own capacity as an individual rather than on the behalf of Overwatch itself. Unless just her being a former agent is enough; in which case, she's violating the act any time she goes out of her way to help someone–like with the mugging in Reflections–and that seems a tad extreme. She's definitely violating it by responding to the recall, though, since that explicitly entails rebuilding the organization. I'm sure loyalty played a part in that, but loyalty more to the ideal of the organization and to a personal friend who you said yourself hasn't really done anything wrong. I'm sure she's aware of the myriad problems that were in play; she may just think hindsight and a clean slate can help them do better this time and circumvent those issues.
I really hate to use this as a comparison, because it's an extreme one, but there are instances of former nazi scientists and engineers being recruited by the Allies (mostly the US) following the war to assist in the arms race against the Soviets. So, with the right circumstances, offer and willingness of both parties to compromise, there is precedence even in a historical context that someone of her... demeanor could be won over peaceably (if not necessarily spotlessly, and it's not a smooth 1:1 comparison due to innumerable variables). Or they could just stuff the lab freezer with a year's supply of dino nuggies; that would certainly win -me- over.
