To me it's because it's got a very Q-like, 'what's going on face' and seeing as very little people embraced Q, and how white plugsuit Rei shows up even to promote 3.33 stuff I get the feeling this might evolve into the lesson being learned being 'black plugsuit bad for business, let's stick Q in a white plugsuit' when the problem is not actually the black plugsuit (it's actually a pretty nice looking suit in my book), but what they did to Rei.
For now a very good rule of thumb has been to dismiss black suit Rei, but if the waters get muddied even further and you can't tell if you're looking at Rei or Q by what they're wearing then what? You see that anon who lashes at poka rei as much as q, that would be the future.
Which I guess is a solution but to me that's bad too because then we're left with intense-rei-all-the-time, which is a lot of what made her great, but she also was sweet from time to time:
