But it's all about what is said and done, meaning that being central isn't necessarily a good thing. 3.0 spent it's entirety of downplaying Rei as an important figure - like she was the centre of an angry post on "why I think Rei sux".
It's never the amount of time spent on a character that matters - it's what you spend that time on. They spent a lot of time showing Rei-related things, but mutated Rei-related things that only serve to make a Rei inferior to regular (original) Rei.
