I'm making the point that Anno and everyone else has to acknowledge the importance of the character, or at the very least it's existence. But that doesn't mean anyone or everyone, even Anno, has to like it.
This is why you'll get 3.0 that will factor out Rei's character in it's entirety but retain a placeholder character that's Rei in image, which also has the effect of washing away what made Rei interesting in the first place whilst denying what the equivalent development (Rei III) did of importance to it's own character.
Not pinning everything on Anno for all I know he just watched.
Still, all the same, don't place much weight in what Anno has to say. Neither in what Anno does with the character after.
