Merely speaking into a person's mind doesn't make you equal to another person, and it is also more likely to be an ability unique to Rei Q if it at all is an ability.
This is also just a bunch of nonsense you're speaking. It doesn't address one single issue that actually matters, of the continuity in the character. With no thoughts or arc that continues, it's not the same character.
Pretend for a moment that you or I were in charge of writing the sequel to 4.0. We could introduce a talking pumpkin that we call Kaji, and who we have other characters say is Kaji and explain that this pumpkin is now Kaji because of the third impacts effect on life.
Even though this talking pumpkin shares zero traits or development with the Kaji-character prior to the "re"-introduction, except for everyone else saying it's Kaji.
Practically speaking as a character, it's not Kaji, despite it's name or claims of others. We could sell it as Kaji and release a Kaji-figure that was a pumpkin, but with no linear thread, no actual link between the previous Kaji, it can't be said to actually be Kaji. We'd be liars and poor writers.
