That being said, an in universe explanation is probably that her spending so much time around Yukiko plays some part in that since she gets so much more attention and Chie gets an inferiority complex as a result.
But there are definitely more than a few guys in school who consider Chie their type, including Kou obviously. And all your male party members seem to be in agreement that she’s super cute, even if not all of them are particularly interested in dating her.
