As for your batman/joker example, in a similar situation where you'd clone Batman or the Joker, then the same would apply. The clone is not the actual Batman/Joker, just like Rei Q is not Rei.
The main point remains: Rei Q is an insult towards Rei, a travesty intended to tarnish Rei's image. It does not matter if Rei Q ends up actually being Rei from 2.22 or not, because at this point it is all a perversion of a character we love and you seem to hate.
