it depends on your definition of 'child'. pedophilia is the sexual attraction to children, but what exactly is a 'child'?
usually people would say 'someone who's not legally an adult', but this is not a good definition due to the wildly varying legal definitions of 'adult' between countries. here in washington i can legally have sex with as many 16 year olds as i want even though they aren't yet adults. is it still pedophilia if it's legal where you live? can you be a pedophile on one side of the border and be a law-abiding citizen on the other? i think the idea of a word changing definition based on arbitrary boundaries on a map is completely absurd.
personally, i think a good definition of a child is 'someone who is prepubescent'. that would mean a maximum of 13 years for girls and 15 years for boys. (if you haven't started puberty by then, there is something extremely wrong with your body)
konata is a 10th grader when the series starts, so she would be 15-16 and therefore post-pubescent. ergo, not pedophilia.
